Waiting for the Barbarians

In the 19th century British Empire, The Magistrate (Mark Rylance) wants peace with the nomads they've stolen land from. He wants to help them rather than locking them up. However, Colonel Joll (Johnny Depp) and his assistant officer (Robert Pattinson) believe torture is a better way to deal with them.
