Michael Joseph Kelly Jr. was born in Philadelphia to Maureen and Michael Kelly. Michael has two sisters, Shannon and Casey and a brother named Andrew. After graduating from Brookwood High School in Snellville, Georgia, he went to Coastal Carolina University to study law.

While Michael was studying law, he was also able to take electives to broaden his education. After falling in love with his acting elective, Michael knew what he wanted to do for the rest of his life.

Michael was briefly a member of a band called Leroy Justice. The band was named after a college friend's father.

He is perhaps best known for playing Doug Stamper on the hit Netflix series House of Cards. Michael told Indie Wire his character is "hands down, the greatest gift I have ever been given as actor."

Doug Stamper is the cunning Chief of Staff to the President of the United States, a favorite among fans of House of Cards.

From 2018 to 2023 he played the role of Mike November on Prime Video's hit series Tom Clancy's Jack Ryan, opposite John Krasinski.

Michael is married to Karyn Mendel. The pair wed in 2005 and live in Manhattan's Lower East Side. They have a daughter Frankie and a son, Clinton, who played his niece and nephew on an episode of House of Cards.
